Job Announcement

Serves as senior business and technical analyst in support of the department. This position supports complex systems on client-server, internet, intranet and cloud-based technologies.

Serves as lead technical and business analyst for complex client server, intranet and web-based systems.
Integrates business needs with technology solutions. Interacts with vendors, county Dept of Information Technology (DIT) staff, other county agencies and users for identifying business needs through the final implementation.
Provides input to department on automation strategies; assesses impact of automation; ensures continuity of business operations; ensures compliance with federal and state regulations.
Serves as lead software administrator for multiple complex agency systems. Manages system set ups and completes installation of patches for both major and interim releases of code.
Develops new application systems that provide additional functionality to corporate systems that are out of the scope of the current systems where a specific business requirement has been determined. Provides research and reports to management for budget, other internal and external requests.
Communicates, updates, and advises management, other IT users and business users on technology issues. Develops and oversees work plans and schedules.
May supervise contract programmer.

Illustrative Duties

Provides direction to align technology with organization's strategy, priorities, and business needs;
Serves as lead system administrator for multiple complex interdepartmental systems in multiple environments on a variety of platforms;
Develops the processes and policies to ensure compliance with federal and state systems and regulations;
Oversees the evaluation and redesign of business processes to enhance business functionality and efficiency and to facilitate large-scale change;
Leads efforts to seek ways of applying new and existing technology to business processes, providing expertise on technical trends and external practices;
Manages the business process activities for the systems development life cycle for new and/or existing complex systems;
Manages the development, implementation, interoperability, quality assurance, and security of systems;
Identifies and maintains key performance measures for business processes associated with technical systems;

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:
Bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.
