Overview: We are seeking a Senior Business Analyst to be responsible for conducting comprehensive analyses of current IT operations, identifying opportunities for improvement, and developing strategic recommendations to align IT services with organizational goals for the New York State Bridge Authority (NYSBA).
Duties: Conduct a thorough assessment of NYSBA's existing IT infrastructure, processes, and services, analyze gaps between current IT capabilities and organizational objectives, and develop strategic recommendations for IT optimization, including infrastructure improvements, process changes, and new technology adoption. Assist in creating a 5-year strategic plan for the NYSBA IT Department.
Identify and document current business processes within the IT department, analyze processes for efficiency and effectiveness, recommend improvements where necessary, develop process maps and workflow diagrams to illustrate current and proposed processes, and collaborate with IT staff and other departments to implement process improvements.
Elicit, analyze, and document business requirements for IT projects and initiatives, translate business needs into functional and technical requirements, develop use cases, user stories, and other requirements artifacts, and ensure traceability between business objectives and technical solutions.
Assess current data management practices and recommend improvements, identify opportunities for leveraging organizational data to drive decision-making and operational improvements, and develop strategies for enhancing data quality, accessibility, and security.
Define key performance indicators (KPIs) for measuring IT department success, develop methodologies for data collection, analysis, and reporting of KPIs, and create dashboards and reports to communicate IT performance to stakeholders.
Mandatory Skills: Bachelor's degree in Business Administration, Information Technology, or related field; Master's degree preferred.
7+ years of experience in business analysis, with at least 3 years in a senior role.
Strong knowledge of IT infrastructure, systems, and industry best practices.
Experience with IT strategy development and implementation.
Proficiency in business analysis methodologies and tools (e.g., BABOK, UML, Visio).
Excellent analytical and problem-solving skills.
Strong communication and interpersonal skills, with the ability to interact effectively with both technical and non-technical stakeholders.
Desired Skills: Advanced proficiency in data analysis and visualization tools.
Strong project management skills.
Experience in the public sector or transportation industry is a plus.
Familiarity with IT security and compliance requirements.
Knowledge of Agile methodologies.
Experience with business process modeling and optimization techniques.
Ability to facilitate workshops and lead stakeholder meetings.
