Job Summary This position is responsible for proactively identifying opportunities and developing algorithms, models, data structures and data products to facilitate production of insights from healthcare claims, enrollment, and other related data. The core function of this position is to lead efforts to translate complex data into meaningful information for decision makers. Focus areas include cost and utilization of health services, financial trending, member, and provider experience. In addition, the position is responsible for ensuring the completeness and integrity of data used for analysis and collaborating across departments within a multi-function, mission critical environment. This position is also responsible for training and mentoring other analysts and staff in the organization and act as subject matter expert for their domain. Essential Responsibilities <ul><li>Lead in the development of research methods and data analysis plans related to healthcare utilization, cost trends, financial forecasting, member, and provider experience. </li><li>Lead and direct efforts for complex analysis projects, such as building models, algorithms, data products, etc.; expertly manage stakeholders, cross-functional team relationships and set appropriate expectations; summarize and communicate outcomes of analysis projects. </li><li>Expertly use appropriate software tools to retrieve, edit and tabulate data from various databases and files. </li><li>Conduct descriptive, prescriptive, predictive analyses. </li><li>Lead in the summarization of complex data for leadership in the appropriate form (e.g., statistical summaries, narratives, charts, tables, graphs, etc.) to convey meaning, significance, and actionable information. </li><li>Lead in the research and development of models, algorithms, and analysis tools to mature the use and creation of self-service data products at CareOregon. </li><li>Develop visual reporting (e.g., dashboards, scorecards, etc.) using data visualization tools such as Tableau when appropriate. </li><li>Develop appropriate subject matter, domain expertise and serve as an expert resource. </li><li>Collaborate with other subject matter experts to identify opportunities for building repeatable data products. </li><li>Collaborate with business teams to understand business needs and to illicit and document requirements for analytics, algorithms, models, etc. </li><li>Lead in the development of reporting tools to comply with regulatory reporting requirements. </li><li>Lead in the review and assessment of data completeness, validity, and reliability used for analysis and reporting. </li><li>Create and maintain technical documentation such as data dictionaries, business glossaries, metric definitions, and other data resources. </li><li>Thoroughly document models, algorithms, data products, processes and any analysis, reports developed. </li><li>Contribute to, and actively participate in, community of practice to improve the skills and capabilities of other analysts at CareOregon. </li><li>Train and mentor junior analysts in the organization. </li><li>Assist with, prepare, and/or deliver presentations to community groups, regulatory agencies, leadership, and other teams as needed. </li> </ul>Organizational Responsibilities <ul><li>Perform work in alignment with the organization's mission, vision and values. </li><li>Support the organization's commitment to equity, diversity and inclusion by fostering a culture of open mindedness, cultural awareness, compassion and respect for all individuals. </li><li>Strive to meet annual business goals in support of the organization's strategic goals. </li><li>Adhere to the organization's policies, procedures and other relevant compliance needs. </li><li>Perform other duties as needed. </li> </ul>Experience and/or Education Required <ul><li>Minimum 5 years' experience in an analyst role;
